Justice Reinvestment Resources
The CSG Justice Center provides technical assistance to a limited number of states that demonstrate a bipartisan interest in justice reinvestment―a data-driven strategy for policymakers to reduce spending on corrections, increase public safety, and improve conditions in the neighborhoods to which most people released from prison return. Below is a list of Justice Reinvestment resources, which are also available on the Justice Reinvestment website, http://justicereinvestment.org.

Justice Center staff presents report before Texas House and Senate Criminal Justice Committee
On Tuesday, January 30, 2007, the Texas Senate Criminal Justice Committee and the House Committee on Corrections held a joint hearing to review correctional policies in the state. At the invitation of Senator John Whitmire (D-Houston), Chairman of the Senate Criminal Justice Committee, and Representative Jerry Madden (R-Plano), Chairman of the House Corrections Committee, the Council of State Governments Justice Center, along with its senior research consultant Dr. Tony Fabelo, presented a report to the Committee entitled “Justice Reinvestment: A Framework to Improve Effectiveness of Justice Policies in Texas.” This report outlined two justice reinvestment scenarios: provide more tools to the Parole Board to enhance the use of parole and increase the availability of treatment services. According to the report, state policymakers could avert spending $377 million for construction of prisons for 5,000 more inmates.
Pennsylvania
On Monday, June 4, 2007, the Pennsylvania General Assembly held a rare joint hearing of the House and Senate Judiciary Committees to address the growing prison population. At the invitation of Republican and Democratic leaders, the Council of State Governments Justice Center, along with its senior research consultant Dr. Tony Fabelo and director of health system and services policy Dr. Fred Osher, presented a report to the Committee entitled “Justice Reinvestment: Increasing Public Safety and Managing the Growth of Pennsylvania Prison Population.” Dr. Osher, along with officials from several state agencies, testified in support of proposals to improve the state’s response to individuals with mental illnesses who come in contact with the criminal justice system.

- Connecticut Case Study. Explains how Connecticut used information-driven analyses and maps of its prison population to develop policy options that could safely reduce spending on corrections, focus resources on the geographic areas that accounted for the majority of prison admissions, and reinvest a portion of savings in expanding the capacity of community corrections programs.
